Re-check an outstanding fax transmission with the carrier (write scope)
Recovers an application whose fax delivery report never reached Cherry — a dropped callback, an outage, an endpoint that was not reachable. For a responsible party with no US taxpayer id the fax IS the filing, so a delivered form that Cherry never recorded leaves the application stuck at signed forever. Cherry asks the carrier what really happened to the outstanding transmission and, only on a genuine success, records the delivery and moves the application to filed with the carrier’s own completion time: exactly what the delivery report would have done. It never re-sends the fax. Safe to call repeatedly — an application already filed is reported rather than rewritten, a transmission still connecting comes back with reconciled: false, and a failed transmission leaves the application at signed so it can be retried.
